The inversion

The authorised purpose
Inference can enlarge judgement; it cannot supply purpose. The organisation must bind Objective, Evidence, authority, and Settlement before probability acquires consequence.

Models infer. Institutions remain answerable. Sovereign Cognition keeps purpose, Evidence, authority, action, Settlement, and continuity under organisational law across the complete cognitive act.
